Yes in GST for every taxable supply require to issue eway bill for goods amounting above Rs. 50,000/-. further eway bill have a validity of specidic period accoding to kilometer of destination of goods.
Actually the concept of road permit will work on the same format as in currently in UP. Currently the expiry date of form 38 in UP is depends upon the kilometer travels.
