I want to know if a partneship firm is not registered & only the partners have signed the partnership deed mutually will the partnership act be fully applicable to the firm? Do the partners have full rights as per the partnership act or is there any dilution in legal rights? What is the impact of the dilution on the partners in case of any disputes or need of dissolution?

Partnership Act is applicable in case of partnership firms whether registered or not.
