Reverse charge issues under gst

Hey,
This is Hardik.
I would like to know if I am purchasing from an unregistered person in Kolkata (He's not into any kind of business and not registered under GST) can i consider this purchase for reverse charge and claim input for the same?
We are into business of auction of Artworks and the other person has been collecting the artworks from decades now for his personal use, we just need to get the artwork here in Mumbai for auction, so are we suppose to consider this as our Purchase and apply the "Reverse Charge Mechanism" to claim the input? Also are we suppose to generate E-way bill for the above movement of goods from one state to another even though we are using the services of DHL or Bluedart or any logistic company. Are we suppose to generate the E-way bill?

currently RCM on urd is suspended. no need to do so.
yes rcm is not applicable in ur case & eway bill is madantory if bill value exceeds 50000/-

Another quick question,

Even when i am buying from a registered dealers, i know the other person is not gonna file his GST returns and payments, though the transactions have already been done, can i file and pay gst on behalf of him? My intent is to avoid the interest and penalties for claiming ITC, also not to continuously follow up for the same, do we have any provision or possible way to do so?
