Reverse charge- car hire

Under Reverse charge mechanism for Rent a cab operating services what is the Service tax liability of service recipient if the vendor charged service tax component in invoice. Assume that if vendor is not charged Service tax component in invoice, Should we remit 100% to the department or only the Service recipients liability?
