If a company had recd labour charges bill for the period of June'2012 on 5 July 2012.
Whether reverse charge is applicable on it ?

No reverse charge at all. Since the service is provided in June, 2012, the service provider has 30 days time to raise invoice. He raised on July 5th. Hence invoice raised within the time limit and service provided before 01.07.2012 and hence no RCM.
