which expenses should pay reverse charge from feb19

Government shall specify class of supplies and categories of persons on whom reverse charge shall apply.
As of now there is no RCM for supply received from unregistered dealers.
Till now there is specify servive or goods so No Rcm applicable
Still now government has not specified rcm under sec9(4(
Hi Sir,
On 11th Feb 2019 HDFC bank levied a Late Fee of Rs 750 and GST of Rs 135 (18% of Rs 750) on my credit card bill the same Rs 750 was reversed with the credit on 12th Feb 2019 but bank says that the GST of Rs 135 cannot be reversed as per GST rules may i know is this true?
