Retierement of Partner from Partnership

Please help to my Query-

Regarding partnership and service tax registration -

4 partners are under partnership doing the business of Auxillary Services ( Event management) from last 2 months

now 1 partner wants to retire, address mentioned of office is of Retiring partner's home, Model town, delhi.

Existing partners want to shift office to Noida ,UP

Registration under Service tax is still pending.

Please tell how to Retire the partner and to Register in Service tax ACES online ??
