Yes u can do manual billing,hsn is not necessary below 1.5, format is available on Google

1. There is no such restriction for manual billing in GST. You can issue manual bill if your turnover is Re. 1 and also if your turnover is 1000 Crore.
2. You can buy and sell to anyone and anywhere in India. For international trade, you will need Import Export Code
3. Make sure that you don't purchase from any composite or unregistered dealer as you don't get any input in such case.
