All you need is to Request the Banker for the issue of Fresh Letter stating that the Loans availed has been settled and there were no outstanding as on date without mentioning the loan closed date (i.e., 13 years back date) by explaining the situation and showing the NOC. The Bank Official may consider the same and issue fresh letter. Based on that we can file CHG-4 without any issues and clear the Charges from the Index of Charges in MCA.
without NOC from bank/NBFC is possible
