what is the time for the release of the attached property

Under IT act
Section 281B of the IT Act allows assessing officer to provisionally attach the property as per manner specified in the second schedule. The time limit for which the property can be attached is 6 months which can be extended to 2 years with the permission of higher authorities. Further, the property shall be released only on provision of the bank guarantee.

Attached property can be sale by the authority.that the matter is

A property is not registered only some money 50% of total money has given.in the meanwhile the property has been attached by the court from which he has been convicted.

In the other hand a letter comes from authority that if you will pay the rest amount then only it will get registered as it is attached by court so owner can't pay the rest amount however now they got to know that authority sold that property without taking any concern with the owner.matter is already in court

My question is that 

Is it right to sale the attached property according to law

Pl give me right suggestion by law so that I can file case against the authority

According to Civil,contract &transfer of property or any other applicable for this issue
