Regarding OBC Certificate

OBC certificates are not related to salary slips, to get obc/sc/st certificates u have to approach the District Magistrate of your birth place, where they can veryfiy the status with previous records and issue the same if applicable. 

@ sharma, i have modified the question now. for getting obc certifiacte with non-creamy layer status.whether i should submit my pay slip or my father's pay slip?

certificate regarding income of parents required !!

if you belongs from uttarpardesh, tehsildar office , is responsible for make the obc certificate paid the 25/- as prescribed fee .

you have no needed to attached at the time of  submit the application but you must mention it sources, etc.

Tehsildar office will after scrutined and verification  provide you the said certificate within 15 days.
