If policy Holder is husband and wife is as member. Then, is wife can take benifit of 80D of this policy?

Husband is first Holder
husband can claim benefit
if proposer is wife and if husband didn't claim in his ITR then wife can claim
If proposer is husband and he didn't claim, then can wife claim
