When TDS is deducted by a bank @ of  20 % on the interest amount of F.D since the account holder does not provided a PAN to the bank whether the account holder can claim the refund of such TDS deducted in his ITR

if bank agrees to revise the TDS return, and issue you form 16A with your PAN, then only possible, otherwise not.

yes he can claim the tds amount after filing the return. but he would have to ask to the bank for revise their tds return with his pan number

why the bank will do ? it means there is no option but to forego the amount of tds

if i ask for a bank for tds certificate will they provide if yes can i use as proof to say that tds is deucted

20% TDS is imposed as penalty by department for non submission of PAN details at taxable points, however deductors consider the request of the client on good relations, as there would be dozens of such cases, and they would ask you to wait some time to consider your request and may rectify the return on consolidated way for all such client requests. 

its not possible for any deductor to revise return for a single person.
