how can non residence get refund on deduct tds on income on india. if they have no PAN card.

Dear Vinod,
Non resident can file return on the basis of Agent, in this case Agent's PAN no. is quoted..
But things are different in case of online or e-filing, where Nonresidents PAN NO. is mandatory to file Return
