No... Rcm not applicable for the Rent paid from 13th October to 31st March 2018... May be it will extend to 31st March 2019....
on july21st meet gst council has postponed the applicability of rcm on supply from unregistered supplier

28th GST Council Meeting (New Delhi dt. 21 July 2018) has recommended to defer the Reverse Charge Mechanism (RCM) provisions for one more year upto 30 Sept. 2019.
Mr. Ratan., I know the decision (also from 1st meeting to 28th meeting decision). But, Decision is not finalized. Wait on further notifications from CBIC... Okay
