My client is receiving works contract from local govt authority. To complete the work he takes JCB on hourly basis. For this JCB supplier raises bill who is an unregistered dealer.
My question is, is RCM applicable on JCB services taken from an unregistered dealer?
Please guide.

nope.. rcm is not applicable as same is not covered u/s 9(3) nd section 9(4) is suspended till 30.09.2018
thank u sir. Does this mean section 9(3) and 9(4) still covered under RCM?
