RCM liability on purchase of coconut(shrifal)

Respected sir,
A proprietary firm purchase coconut (Shriphal which is commonly used in Puja) from outside the state. this item is tax free in GST and pays its transportation cost to GTA. So can this shrifal be considered an agricultural produce or not. And we have to pay RCM or not? Please give guidance on that.
