It is not possible.
As MD/WTD shall have to carry on the routine business of the company.
and CS/CA can not handle the routine business of any company.
However, CA/CS can be the Independent director & chairman also.

which type of consultant?
If he is member of any institute like CA, CS, CWA, Lawyer, Doctor, etc.
then answer will be no
