Query regarding arrears of pension received - No TDS, no Form 16

Hi All,

My mother-in-law is a retired employee of the Pune Municipal Corporation and has received arrears of pension in FY2023-24. However she hasn't received any breakup of the amount received in terms of different components or the different years the arrears pertain to. No TDS has been deducted on her normal pension as well as arrears received and she also doesn't receive Form 16. I understand that the arrears of pension received are taxable but can I claim relief under Section 89(1) assuming she continues under the old tax regime? Any other pointers on this?
