sorry for probably a dumb question but possession letter is different than occupancy certificate?

Yes, occupancy certificate is issued to the builing/project as a whole/ in part  by local authority, but possession letter is given by builder to the flat purchaser confirming the vacant physical possession of the flat to the individual owner.....
