Our apartment is ready for occupy and builder got occupation certificate from the government authority.
We are yet to register the apartment in our name.
Can we claim loss from house property (self occupied or let out) in such case?

You can claim deduction of home loan interest ....... provided you receive possession letter of the flat.....
sorry for probably a dumb question but possession letter is different than occupancy certificate?
Yes, occupancy certificate is issued to the builing/project as a whole/ in part by local authority, but possession letter is given by builder to the flat purchaser confirming the vacant physical possession of the flat to the individual owner.....
