my query is two parts 1. is interest on housing loan can be claimed for two properties if both r on letting for rent and if so, can he claim the total interest which is inclusive of pre-possession period interest without any ceiling limit of Rs.1.5 lacs

No, there is only one house property which can be claimed as a self occupied property in IT Act 1961 same is applicable for the interest on self occupied property.
