Procedural details
We are a closely held Ltd company. We avail loans/PC/WC and relevant charges will be created with ROC.However, we didnt nullify the charges later with ROC.So, i would like to know the procedural details to nullify the charges.

I believe you are talking about satisfactio of charge. In that case you have to file form 17 with the concerned registrar along with the satisfaction letter received from the bank/lender.
The concerned Section in your case is section 138 of the companies act, 1956.
