can a private co. be listed on stock exchange? and can a public co. listed on stock exchange and not issue securities?

1) A private co. cannot get listed directly. It has to first become a public co. and then it can get listed
2) The meaning of listed co. is that the securities of that company are traded at recognised stock exchange. Hence, there is no way that a company is listed but not issuing securities
