Can anybody clearify that pre-authentication on invoice issued under rule 11 is mendatory now a days or not ?

As per the amendment of Union Budget 2010 the requirement of pre-authetication has been deleted.For reference see the point no. "(c)" on page no. 5 of the attached PDF file.
in current budget it is not mandatory to file or to intimate before range office. but nowhere it is not mention that 'not require' for pre-authentication

from 01/04/2010 the pre-authentication is removed, and you dont have to intimate even to R/O
Pre Authenticated is deleted from 01/04/2010.
