There is a major amendment in POT rules from 28/5/12. Accordingly, such rules have to be adopted from then. Pls help me whether it is applicable for services rendered after 28/5 or invoice after 28/5 or both? Help me in this regard.

There are no major amendments w.e.f.28.05.2012 in POTR, instead they are effective from 01-04-2012 vide Notification No.04/2012-ST.
All such changes are effective from the aforesaid dates.
You may refer to a specific query in such respect, such as change in rate.
