Can I file ITR-1 for AY 2018-19 ?
Then what is penalty.?
TDS regarding AY18-19 has been deducted.No extra tax has to be paid.
please clarify any circumvention possible?

You can not file ITR for ay 2018-19. IT can be filed after taking approval from commissioner but practically not feasible for you.
