Yes! You are right; the conversion for Final from old scheme to new scheme is automatic. When the new syllabus were introduced, there was an option to students of then existing old scheme to make a payment of Rs. 1,100 (Rupees One Thousand one Hundred Only) towards dispatch of study material. 

Secondly, there was also a proposal to cap the period of registration for Final like the PE 2 scheme, however it was put on hold, check the below link on the same:

In best interest of your concern, it is advisable for you to either visit your branch / chapter on the issue to seek clarification, or to call up Delhi Office.
