Can any one tell me that the papers of PCC is in English and Hindi only for English & Hindi Medium student respectively or in Both languages?

There 2 papers only in English language
1. ACCOUNTS
2. INCOME TAX AND VAT (CST)
In PCC/PE-II Examination
And rest of 4 subject Papers in Both languages appeared
Why We R taking 1st April as accounting year why not any other month
