Generally, Place of supply for B2C is Location of recipient of Goods (if available) or else; Location of the supplier of Goods. There is seprate rule for service like generally, place of supply for B2C is place where service is actually performed.
It also depend upon the Services being provided. So to have precise reply plz clarify the service being provided
