Will there be a pnalty if the ITR for AY 2010-11 is filled now and there is a claim of refund(even minimal ) and under what circumstance penalty u/s 271f is levied..kindly guide..

Yes, pemalty u/s 271F will be levied, even if the assessee is claiming refund.
