I have to pay a company called Bureau Veritas for testing conducted by them.
Please let me know what is the TDS implication.
Do I need to deduct tax under 195?
If yes, at what rate?
If no , why not.

You need to provide more information for this question to be answered. for example,
1. what kind of a testing service is this?
2. Do you have an agreement signed between the parties, which needs to be scrutinized?
3.How this service is rendered, in India or at any other place?
4. As i understand, this vendor has office in India as well providing services.
I hope the query can be answered only with full details of the case.
