In case you want to change the user id and password without otp then you need to make an application with jurisdiction gst officer then you can change the user id and password accordingly ...
I have entered wrong password in 3 time's, so gst is lock
Try again after next day with correct password.
one time is be lock can't be open
But myself I have tried this earlier, it was working before. Don't know whether it works now due to the continuous updates of gst portal.
