If I clear Group I and Group II and don't attempt CA Final, will it add any value to my CV? From what I understand, students who have completed IPCC are given the "Accounting Technician Certificate". Does this have any value?

Yes CA Inter also has the value.
But you should have Good Communication skills, IT skills, Good General awareness.
Many times, employer specifically list job openings for CA Inter. Eg. After exams, you will see Big4, listing job opportunities for 3 months. This job will be on contract basis.
Other full time Jobs also appear in Job Portals.
Gulf Region companies also list job opportunities regularly for CA Inter.
You may go to Dubai and still you can give CA Finals in Dubai Chapter itself.
