Pan card - use of 49a instead of 49aa

My friend, who is a foreign national submitted his PAN card application stating that he is an Indian (in form 49A instead of 49AA). Is there any was to rectify it? I can't find the option to change the citizenship status in the PAN details updation form or in the Income tax website.

Also, what if he decides not to change it?
