Sir. Whether PAN can be applied on-line as NSDL - TIN facilitation enters are closed due to covid.

Yes, You can apply for pan on NSDL website
Yes, you can process your PAN application online through the TIN-NSDL portal. You will have to verify your personal details using either of the three options given to you:
1. Submit digitally through e-KYC and e-Sign
2. Submit scanned images through e-Sign
3. Forward application documents physically
If it is a fresh pan application you can apply directly from IT site
