what is the general rule in case of  address change in PAN database , i,e whether  we need to change the address when there is a change in residential address?

It is recommended to update your address with the department, because this pan address is used for communicating with the assesse,like for sending letters,notices,and also refund cheques. The procedure for change in address is:- fill the form no" 49A for change request in pan data". Attach a proof of your new address along with photo copy of your current pan card. Take these documents to your nearest tin facilitation center( see address on tin-nsdl website)
