Options to claim withholding done in a foreign country

An Indian company received some income from singapore after deduction of wht taxes.
What options are available for such company if such income is fully taxable in India i.e., whether wht taxes can be claimed back as a

a)credit against taxes payable in India; or

b)refund from singapore govt by filing returns there.

Refer to the DTAA as per sec 91 between India n Singapore.The company is required to pay tax in singapore n such tax can be claimed as refund as per average rate of tax u/s 91

Thank you for your view.

But I believe Sec 91 is only for countries where DTAA does not exist. Hence Sec 91 cant be used here since India has a DTAA with Singapore.
