offline upload and download for gstr 1

we are having 164 invoices. through offline tools we created Json file. uploaded Json gstr 1 offline menu. uploaded with error. only 156 invoices uploaded. while downloading error file. by pressing GENERATE FILE button the system displays "File Generation is in progress, please try after sometime" . The error file never downloaded. Help please.
