Salary Income Received by an NRI in NRE account for the services provided outside India(the service provided is that he is the member of a foreign crew ship).

Is the salary income received in NRE be subject to Income tax?

If not, is he still liable to file the income tax return if the salary exceed the basic exemption limit?

As per Circular No. 13/2017 issued by Central Board of Direct Taxes, salary accrued to a non-resident seafarer for services rendered outside India on a foreign ship shall not be included in the total income merely because the said salary has been credited in NRE account maintained with an Indian bank by the seafarer.

SIR But if i am a seafarer on Indian flag ship( foreign going tag), salary received in dollars in NRI account also tax free? i have read this circular many time but it says about foreign ship not Indian flag ship. 

or the circular mean to says that foreign ship = Indian flag foreign going ship same. please clarify 

and also guide me if 2 month salary credit in NRO account deposit only by dollar remittence and 4 month salary in NRE account in Dollar.
