SIR ACTUALLY THE SITE WAS BLOCKED THE WHOLE DAY....IT IS FUNCTIONING PROPERLY FROM PAST 1 HOUR ONLY...!!

No. Its not working properly till now.

I try to downlaod Form 108 and the content downloaded was instruction sheet for filling the exam form.
