WHAT IF ONE IS NOT HAPPY WITH THE SERVICE OF EXISTING CA DO ONE NEED TO TAKE NO OBJECTION CERTIFICATE IF ONE PLAN TO CHANGE CA  TO ANOTHER CA

AND WHAT IF THE OLD CA REFUSE TO ISSUE CERTIFICATE DOES HE HAVE RIGHT TO REFUSE
