Is the new rates of maximum penalty (Rs 20000) applicable for all delayed ST returns filed wef 8.04.2011. I.e. if delayed return of HY Sept 2010 is filed on 12th may 2011, penalty of Rs 20000 is to be paid for HY Sept 2010 .
Is the same applicable for delayed returns of 2009-10 if not filed.
Pl clarify
once penalty is imposed it rules all previous pending cases.
