can we charge full GST rate on goods which we are selling for export.

Procuring goods from supplier on concessional rate the merchant exporter has to place order for the same & The copy of same is to be submitted to Juridictional officer of supplier. Hence if it is done the supplier has to charge 0.1% GST to Merchant Exporter.
