Hi, is GST invoice compulsory to claim tax deduction on LTA amount?

if you are a govt. employee then GST invoice is required for reimbursement of GST Paid only..... However as per new GST Law is concerned GST bills are compulsory to give from Hotels.....Hence for only claim of LTA normal bills are required but to claim GST .you have to produce GST invoice....
Hi Team,
I want to claim LTA in ITR for FY 2019-20 . Can i claim it into ITR directly as y travel date was in 2-8 feb and by that time proof submission was closed in my organization.
If employer don't have any LTA clause . would I be still eligible to claim it while filing ITR.

Can I claim LTA this year if I travelled last year but missed to submit the claim last year itself?
