If it is legally eligible to apply for lower deduction and you have approval from IT Dept then send the approval letter to vendor and need not give request again to vendor
Generally a letter is being framed and sent to principal commissioner of income tax.
Letter to vendor is not required.You may submit the approval certificate received from IT Authorities
