You will have to find some law firm and ask about the permissions.
For tax, u need PAN No and other income tax formalities. For service tac, registration is needed in case ur turnover exceeds Rs 10 lakhs. Profession tax provisions should also be studied. VAT is not applicable nor excise. If u r going to undertake intermational courier services, customs and other allied laws may be applicable.

is he starting it as partnership firm . if so partnership would have to be regd . if he is starting a company all formailites for formation of company have to be fulfilled .
in addition you would need service tax regsitration .
