Lawyer fees paid by the University is liable under RCM

The University is registered under GST then YES...
Yes. They are registered. But as per recent notification lawyer fees paid by Government authority, local authorities are exempt from lawyer fees payable under RCM. Universities are coming under Special Act
no such notifiaction issued , it is just recomended by gst council in meeting dated 18/01/18.
If University is registers as "deductor" and not as "tax payer" under GST, then
1. If GST-RCM on lawyer fees is payable
2. If yes, how to pay, being unregistered entity.
