THE Law Ministry is planning to train its staff in economic and legal jargons for faster translation of finance-related bills into Hindi. The move will help in reducing time to introduce a bill to the Parliament or executing a government order. As per the convention, the English version of a bill or a government order is approved by the administrative ministry. But it can not be implemented unless its Hindi version is also published simultaneously.
The training will help officials easily interpret complex financial terms and translate them in for the common man, an official in the law ministry said. Officials, on conditions of anonymity, said that the recently introduced Companies Bill, 2008 was stuck up with the law ministry for over a year, for reason of getting it translated into Hindi.
The process of translation is key to the enforcement of a law, and requires vetting from the law ministry. The ministry feels that an incorrect translation of complex terms may lead to a differential interpretation between the English and the Hindi versions of a same law.
The proposal for these training programmes was recently endorsed by union law minister HR Bharadwaj, with a specific aim present complex in easy language. The ministry, however, said that due safeguards should be maintained in this process to avoid over-simplification. The move is based on a recommendation by a Parliamentary Panel, which had asked the ministry to simplify laws for the benefit of citizens.
