Try older version emSigner-v1.2 and check Server configured port
and follow this steps

I did the same thg
They have introduced a new Sigining Tool v2.6
Please un-install the old version
Please install the new version v2.6 (Run as Administrator)
The new application works on port 1585
After you install, Please open a browser windows and run https://127.0.0.1:1585
