How would you, as an expert on the topic, analyze the Govt. Circular regarding the applicability of Cost Accounting Record Rules and Cost Audit provisions? Especially awaiting your views on the following :
" That the Companies ( Cost Accounting Records ) Rules, 2011 are not applicable to :
(i) Wholesale or retail trading activities..."
